The Plans Branch of the PNG Defence Force was amalgamated with the Strategic Policy Division and Force Development of the Department of Defence in the mid-1990s. It was then re-established through the National Executive Council Decision 122/2012 to its original entity under the PNG Defence Force on the 15 May 2012. The first Chief of Plans was Colonel Vagi Oala.

The primary role of Plans Branch is to take the lead in research, conceptualisation and development of all aspects of Force Growth and Capability Development. It is the lead PNGDF agency in initiating the process for acquisitions relative to Force Growth and Capability Development. It is the central coordinating agency between the Department of Defence and other PNGDF Branches and Directorates in identifying force requirements. This includes:
• Force Structure,
• Manpower ,
• Equipment,
• Platform, and
• Operating Bases
It is also the role of Plans Branch to recommend the subject and character of bilateral and Multi-lateral relationships consistent with PNGDF Force Growth and Capability Development.

The Plans Branch is headed by a commissioned officer of a rank of a full Colonel or equivalent. He is assisted by seven (7) Lieutenant Colonels or equivalent who are currently referred to as Staff Officers Grade One (SO1) - Land, Navy and Air, Force Support Plans etc. The SO1s would be re-designated as Directors.
